Conflicts arose when human beings make irreconcilable decisions about some of the resources that are used in ways proposed most of the time. This Theory of Law relies on the acknowledgment that individual actions are based on the decisions made by individuals and they are brought together by a sense of responsibility (Kristol, 1978).

Most of the resources are spent on the decisions that individuals make. The person who finally decides fate or use of a resource possesses the resource in actuality.
